# China Accelerates Renewable Targets While Expanding Coal Capacity

Chinese authorities have confirmed intentions to intensify their commitment to renewable energy goals by significantly increasing the deployment of solar and wind infrastructure before the end of this decade. Despite a long-term history of rapid growth in green power generation that has established the nation as the global leader, official plans also include continued expansion of coal production capacity. The country remains the world’s largest consumer of energy and primary emitter of greenhouse gases while simultaneously striving to become its biggest producer of renewable electricity.

The government has set a target to reach peak carbon emissions by 2030 and achieve full carbon neutrality by 2060, objectives pursued despite rising power demands and ongoing reliance on fossil fuels. In the year 2024 alone, China installed approximately 360 gigawatts of wind and solar capacity, accounting for more than half of global additions that year. This activity raised total national installed renewable capacity to 1.4 terawatts, representing roughly one-third of the worldwide total which stands at 4.5 terawatts.

In July, new plans were announced under the country’s fifteenth Five-Year Plan period to boost solar and wind production by 53 per cent by 2030. The strategy was jointly issued by the National Development and Reform Commission and the National Energy Administration. Current targets aim for overall renewable energy output equivalent to 1.8 billion tonnes of coal by 2030, up from 1.18 billion tonnes in 2025.

Specific operational goals include ensuring that wind and solar power supported by storage systems provide eight per cent of installed capacity during peak demand periods and supply twenty per cent of electricity usage during spikes. The plan also involves adding over 300 gigawatts of renewable energy capable of dispatching power when required. Beyond the grid, there are provisions to utilise an additional 150 million tonnes of coal equivalent for wind and solar applications outside the traditional power sector, such as heating, cooling, and green hydrogen production.

China currently possesses a pipeline of approximately 664 gigawatts in planned or under-construction solar projects, amounting to one-third of the global total. Proposed wind capacity reaches nearly 700 gigawatts, representing about one-quarter of worldwide totals. Future developments include deep-sea offshore wind bases integrated with underwater data centres and pilot megabases transmitting wholly renewable energy.

Wind and solar currently contribute around twenty per cent of power delivered via ultra-high voltage transmission networks moving electricity from northern regions to eastern cities and factories. The government intends to develop ten such megabases between 2026 and 2030, alongside eleven new transmission lines delivering a combined total of wind, solar and coal capacity.

While the high proportion of coal generation in the current power mix could hinder clean energy ambitions, officials intend to utilise storage technologies to improve reliability for intermittent renewables. The strategy also includes expanding international cooperation on renewable energy standards and encouraging global adoption of Chinese green technology systems.

Alongside these green initiatives, China plans to continue supporting coal sector expansion to ensure stability within its electricity grid. In 2025, the nation contributed seventy-eight per cent of new global coal power capacity that commenced operations globally. It accounts for eighty-six per cent of total worldwide construction in this field. Coal output increased in early 2026 suggesting previous emission reductions may have been temporary despite record renewable growth.

Analysts note concerns regarding whether newly installed solar and wind assets are being fully utilised, highlighting the tension between rapid capacity expansion and actual grid integration needs.
