# EU THREATENS ACTION OVER META BLOCKING RIVAL AI CHATBOTS ON WHATSAPP

The European Union has signalled its intention to take action against Meta, claiming that the company has obstructed rival chatbots from accessing its WhatsApp messaging platform. The European Commission announced on Monday that the WhatsApp Business API, which facilitates interactions between businesses and consumers, appears to violate EU antitrust regulations.

A recent upgrade to WhatsApp has led to the conclusion that the only AI assistant permitted on the platform is Meta AI, developed by the tech giant that also owns Facebook and Instagram. The European Commission emphasised that Meta dominates the messaging market within the EU and is allegedly abusing this position by denying access to other businesses. Such actions, according to the Commission, could inflict “serious and irreparable harm” on the market.

The Commission considers WhatsApp to be a crucial entry point for AI chatbots like OpenAI’s ChatGPT, which rely on messaging platforms to reach consumers. This warning coincides with growing tensions between European regulators and the United States regarding the oversight of American technology firms.

Teresa Ribera, the EU Commissioner for Competition, stated that the enforcement of antitrust regulations is essential for the protection of a well-functioning market. The backdrop to these developments includes recent sanctions imposed by the US on certain European officials, which are perceived as a response to the changing regulatory landscape for US tech companies in Europe.

In a rebuttal, a Meta spokesperson asserted that there is no justification for EU intervention in the WhatsApp Business API. The spokesperson highlighted that various AI options are available through app stores, operating systems and other platforms, indicating that the Commission’s rationale mistakenly assumes WhatsApp is a dominant distribution channel for these chatbots.

Similarly, Brazilian authorities have accused WhatsApp Business of potentially engaging in anti-competitive practices. These claims have been paused, with Meta asserting that such allegations are fundamentally flawed, arguing that the arrival of AI chatbots on the platform strains technical capabilities designed for different functionalities.
