The UK government is anticipated to grant approval for the Jackdaw gas field in the North Sea during mid-September, according to sources familiar with the matter. Energy secretary Miatta Fahnbulleh is expected to make a formal announcement on 15 September, which one source indicated is widely anticipated to include the authorisation for the Jackdaw project. Prime minister Andy Burnham is also scheduled to visit Aberdeen on the same day. A former UK governmental source, speaking without direct knowledge of the approval process, suggested that Jackdaw is more likely to receive approval, whereas the controversial Rosebank oil field project is likely to be rejected.

The Rosebank oil and gas field was developed by Norwegian energy company Equinor, while the Jackdaw gas project had been led by Shell. Both assets are now operated by Adura, a joint venture between the two firms created to hold their North Sea assets. The companies announced this merger just weeks before a judge quashed their licences in early 2025. The judicial decision was based on the finding that their downstream emissions had not been included in the consenting process. Shadow energy secretary Andrew Bowie questioned ministers in parliament on Thursday regarding when the energy department would make a decision on the projects, noting that the consultation period closed last month. He accused the government of delaying the decision, stating that it had dithered and prevaricated for an excessive period.

Energy and climate minister Katie White, who was appointed to the Department for Energy Security and Net Zero in July, stated that the energy secretary would make an announcement in due course. This follows the closure of government consultations on both the Jackdaw and Rosebank projects in August. She explained that the government was cautious to ensure the consultation process was not subject to prejudice, which could otherwise require it to be re-run. Liberal Democrat energy spokesperson Pippa Heylings warned against approving North Sea oil and gas licences, citing the Dunwich Heath wildfires that have affected the region near the Sizewell B nuclear power station this summer as a relevant example. Former Scottish first minister Nicola Sturgeon warned in Westminster this week that at peak, Jackdaw is expected to reduce imports by only four percent.

Adura has stated that both fields represent 10.8 billion pounds of investment and that Jackdaw can supply six percent of UK gas supply by this winter. A spokesperson for the Department for Energy Security and Net Zero refused to confirm or deny details of any imminent decisions when approached by Energy Voice. However, the spokesperson described operations in the North Sea as vital. They stated that the North Sea remains a vital national asset and that oil and gas will continue to play an important role in the energy system for decades to come, alongside the transition to clean power. Any decision will take into account all relevant evidence, including environmental assessments and public representations received during the consultation process.
