The UK government has committed £1.25bn in public funding to support Rolls-Royce in the development of a next-generation engine for single-aisle commercial aircraft. This financial support was announced within the chancellor’s budget speech, where it was included in two brief sentences amidst broader fiscal discussions. The allocation is intended to part-fund the creation of the UltraFan engine, a project designed to secure a competitive position for British aerospace manufacturing in the global market.

Rolls-Royce, which currently holds the fifth position in the FTSE 100 index with a market value of £105bn, is not in financial distress. The company has been identified as one of the most significantly improved major UK firms in recent years and possesses sufficient cash reserves to undertake share buy-backs of up to £9bn this year. Despite this strong financial standing, the company’s chief executive, Tufan Erginbilgiç, had previously indicated that government support would be appreciated for the UltraFan project. This request was driven by the reality of the global aerospace industry, where subsidies are often necessary to attract jobs and factories, with other nations such as Germany and the United States offering similar support to their respective industries.

The government’s strategy document for advanced manufacturing highlights that securing a UK engine position on next-generation narrow-body programmes represents the single biggest opportunity in aerospace over the next 50 years. Aircraft engines are high-value products, with approximately 80% expected to be exported, which would significantly benefit the national balance of payments. Projections suggest that the project could eventually support tens of thousands of highly skilled jobs. However, Rolls-Royce has not yet secured a slot on a narrow-body programme, having exited that market two decades ago. Its civil aircraft division currently supplies engines only to the smaller wide-body long-haul market. Success in re-entering the narrow-body sector, potentially with Airbus or Boeing, will not be known until around 2030.

The government’s contribution is part of a joint 10-year research and development programme valued at £2.5bn, which includes the development of a demonstrator engine to showcase gas turbine technology. While there will be spillover benefits for defence capability, the ultimate goal is for the UltraFan to be integrated into a civil project. This represents a significant bet, as Rolls-Royce will require a corporate partner at a later stage. The initial agreement supports 3,300 roles, with guarantees on UK jobs and investment expected to be a fundamental condition of the support. Despite the company’s financial health, the subsidy is viewed as a necessary measure to maintain the UK’s industrial base and ensure that reindustrialisation policies remain credible.
