A British artificial intelligence startup founded last month is approaching a valuation of $4bn, or approximately £2.9bn, despite having no commercial product or public website. Emulate is currently in advanced discussions to raise up to $700m in a seed funding round. The deal, which is being led by Index Ventures and Lightspeed Venture Partners, would value the company at $3.7bn including the new capital. The terms have not yet been finalised and remain subject to change.

The proposed valuation places a multibillion-dollar price on a company incorporated in August that is still operating in stealth mode. This development highlights a growing trend of investors allocating significant capital to teams spun out of leading AI laboratories before those teams have launched any commercial offerings. Charlie Dai, vice president and principal analyst at Forrester, described the deal as a bet on future capability creation rather than present revenue or commercial traction. He noted that investors are increasingly underwriting elite AI research teams before product-market fit is achieved, particularly in frontier domains where a breakthrough could create entirely new markets.

Emulate was established by Jack Parker-Holder, Matthew McGill and Philip Ball, all of whom previously worked on Deepmind’s Genie technology. Parker-Holder led the development of Genie 2, while all three founders contributed to Genie 3. This is a world model capable of generating interactive environments from text prompts. The new company is focused on developing world models, which are AI systems designed to simulate and predict how physical environments behave. Unlike large language models that predict and generate language, world models aim to understand how actions affect an environment. This capability could allow robotics companies to test thousands of movements in simulated warehouses before deploying robots in the real world. Deepmind has previously identified robotics and autonomous systems as potential applications for this technology.

Dai stated that venture investors are increasingly backing teams with demonstrated experience in building state-of-the-art foundation models. This is particularly true in emerging areas such as simulation, reasoning and world understanding, which are crucial for physical AI and robotics. The funding reflects confidence in the team’s ability to create category-defining technology rather than any specific product currently in the market. Emulate is the latest in a series of heavily funded AI startups to emerge from Deepmind, turning the London-based lab into a lucrative source of talent for venture capitalists. This follows major fundraises by other British AI labs founded by former Deepmind researchers this year, as investors compete to back experienced teams at increasingly early stages.

The deal also comes as world models emerge as a new battleground for AI investment. Fei-Fei Li’s World Labs has raised more than $1bn to develop spatial intelligence technology, while a growing group of companies are targeting simulations and robotics rather than competing directly with the large language models developed by OpenAI, Anthropic and Google. Dai suggested that the availability of funding for former researchers means some departures from established labs are inevitable. He added that this reflects intense market demand for elite AI expertise rather than a decline in Deepmind’s technical leadership. However, the prospective valuation leaves the founders with significant challenges ahead. The startup has yet to unveil its technology publicly or disclose a commercial product, and none of its three founders has previously run a company. Emulate could not be reached for comment.
