# Welsh Government Consults on New Public Energy Company

The Welsh Government has initiated a consultation regarding the establishment of a new public energy company designed to deliver economic benefits to citizens. Cabinet Minister for Enterprise, Connectivity and Energy Adam Price launched the process, inviting the public to provide feedback on the proposed body. While no final decisions have been made concerning the company’s precise form, legal status, functions, governance, or delivery model, the administration intends for the entity to consolidate existing energy organisations. The primary objective is to ensure that a greater proportion of the economic benefits derived from Wales’s energy resources flows to people, communities, businesses, and public services within the nation.

The proposed structure mirrors that of Great British Energy, which was established by the UK Labour Government with an investment of £8.3 billion to own and develop energy generation across the United Kingdom. However, the current Welsh proposals do not specify the amount of capital the new body will control. The new company would bring together, strengthen, and build upon existing initiatives in Wales. These include the state-owned renewable energy developer Trydan Gwyrdd Cymru, the renewable energy funding scheme Ynni Cymru, and the Welsh Government Energy Service. The government clarified that the new entity would not replace existing energy suppliers or directly set household energy prices. Instead, increasing Welsh ownership of energy projects is expected to help reduce energy costs over time and ensure more money is reinvested in Welsh communities and public services.

In addition to supporting local and community ownership of renewable generation, storage, and grid flexibility projects, the new company may support supply chains, ports, skills, and infrastructure. It could also take ownership stakes where appropriate in Celtic Sea offshore wind schemes. Minister Price stated that Wales has significant potential to generate clean energy from its natural resources. He emphasised the desire to ensure the benefits of this energy are felt by people and communities across Wales, both in terms of jobs and growth and eventually in lower bills. Price described Wales as being on the verge of another energy revolution, with the aim of retaining more of the benefits locally. The consultation seeks input from people, communities, businesses, and organisations on how the company should operate and what it should deliver, focusing on cheaper, cleaner energy made and owned in Wales.

While the proposals aim to cut energy bills in the future, the Welsh Government is using available tools to help households cope with current costs. This year, the government is investing more than £37 million in its Nest scheme to help low-income families escape cold and damp conditions. It will continue to invest in direct support through fuel vouchers and heating assistance. The consultation is open until 30 November 2026.
