HMRC to inspect homes for mansion tax valuation

HMRC agents are preparing to conduct physical inspections of residential properties to assist in valuing homes for a new surcharge on expensive dwellings. The Valuation Office Agency will examine specific architectural features, including the number of bedrooms, the presence of balconies, and amenities such as swimming pools, tennis courts, and scenic views. These on-site assessments will inform decisions on whether a property should be taxed at a higher rate under the proposed mansion tax framework.

The initiative follows the announcement by former Chancellor Rachel Reeves that homes valued above two million pounds will face an annual surcharge of at least 2,500 pounds. Properties worth more than five million pounds will incur a charge of up to 7,500 pounds per year. The measure is designed to generate an estimated 400 million pounds in additional revenue for the Treasury by 2030, although it is projected to result in a net loss before that date. The tax forms part of broader government efforts to reform the council tax system, which currently relies on property valuations dating back to 1992.

A Freedom of Information request by the Conservative Party revealed a guide used by HMRC agents to determine property values. The opposition has criticised the plan, describing the use of artificial intelligence and inspectors as a Big Brother style invasion of privacy. Shadow Chancellor Sir Mel Stride argued that the government is targeting family homes and aspiration through authoritarian means. Conservative Party chairman Kevin Hollinrake called the proposed inspections sinister. Local council leaders in Wandsworth, Kensington and Chelsea, Richmond, and Westminster have warned that residents in these London boroughs could bear a significant portion of the estimated tax gains. The new tax is scheduled to come into force in April 2028.
