The existing regulatory landscape, comprising the Care Quality Commission, National Guardian’s Office, Healthwatch England, Health Services Safety Investigation Body, Patient Safety Commissioner and NHS Resolution, has proven inadequately equipped to prevent major healthcare scandals, including tragic maternity unit failures at Shrewsbury and Nottingham hospitals.
Most alarming is the revelation that the UK experiences 780 more deaths annually due to unsafe care compared to similar nations, while preventable conditions claim approximately 82,000 lives each year. The review highlighted that multiple inquiries into maternity care alone have generated over 450 recommendations in the past five years, creating an overwhelming bureaucratic burden.
The proposed restructuring will see the CQC merged with HSSIB, while the remaining organisations will be incorporated into the Department of Health and Social Care. A revamped National Quality Board is planned to establish core care standards for hospitals.
