EU grants strategic status to KGHM copper investments

The European Commission has designated two copper projects proposed by Polish producer KGHM Polska Miedz as strategic under the Critical Raw Materials Act. The combined value of the investments is 9.5 billion zlotys, equivalent to $2.44 billion. The designation covers the Retków-Grodziszcze mining project and the conversion of the Legnica smelter into a recycling facility.

KGHM stated that both investments may benefit from accelerated permitting, improved administrative coordination, and preferential financing. The company plans to extract more than 100 million tonnes of ore from Retków-Grodziszcze by 2055. This operation is expected to yield nearly 1.5 million tonnes of copper and over 5,000 tonnes of silver. At Legnica, the firm aims to produce approximately 135,000 tonnes of electrolytic copper and 250 tonnes of nickel annually through recycling.

Brussels seeks to expand domestic processing of critical minerals to reduce reliance on non-EU suppliers. The Critical Raw Materials Act targets recycling capacity sufficient to meet at least 25% of the bloc’s annual consumption. While the strategic status offers regulatory advantages, it does not guarantee substantial financial assistance. Meanwhile, copper stocks in LME-registered warehouses fell to a six-week low.
