UK and Ukraine finalise AI partnership to boost defence and security

The United Kingdom and Ukraine have signed a significant agreement to collaborate on artificial intelligence development, focusing on new technologies and military capabilities. The partnership aims to integrate Britain’s AI ecosystem with Ukraine’s operational experience, engineering talent and technological innovation. A central component of the deal is providing access to the Avengers AI Labs database, which contains real-world data and insights used to train AI models. This data is gathered by thousands of daylight cameras and infrared sensors deployed across the Ukrainian battlefield, capturing millions of objects including tanks, artillery, air defence systems, infantry and aerial targets to feed back into the training process.

The initial focus of the collaboration will be on defence and national security. Engineers, academics, businesses and military operational experts from both nations will form an AI cell to address key security challenges. The government states that the Avengers AI Labs platform will offer British innovators and researchers unprecedented access to operational insights, allowing them to integrate new capabilities easily. In exchange, the United Kingdom will support Ukraine through its universities, researchers, technology companies and broader AI ecosystem. This reciprocal arrangement enables Ukraine to utilise British expertise to accelerate solutions to urgent challenges, while the UK seeks to convert operational experience and unique datasets into technologies that provide long-term benefits for both countries.

Under the terms of the agreement, pilot projects will be undertaken with three British startups: Sintela in Bristol, Mind Foundry in Oxford and Skyral in London. The first trial technology is scheduled for deployment at a UK defence site to protect bases from protestors and hostile actors seeking intelligence. This project utilises Ukrainian data and UK technology to transform buried fibre-optic cables into a large-scale AI-enabled sensor. Beyond military applications, the technology could potentially be used to secure airports, prisons, railways and energy plants in the future. A second project will involve the joint exploration of next-generation low-power AI chips, designed to power future drones, robotics and autonomous systems.

Prime Minister Andy Burnham described the partnership as groundbreaking, noting that it combines Ukraine’s unrivalled operational experience with Britain’s world-class AI ecosystem. He stated that this collaboration offers the opportunity to develop future technologies that will change lives in Britain and save lives on the battlefield in Ukraine. The Prime Minister added that by merging Ukrainian battlefield data with British expertise, the nations will accelerate the development of capabilities that strengthen national security, protect critical infrastructure and support growth across the country.
