UK Brings Microsoft, Google, Amazon and Oracle Under Direct Financial-Sector Oversight

The UK has designated Microsoft, Google, Amazon Web Services and Oracle as critical suppliers to financial services, bringing them under direct Bank of England, PRA and FCA oversight.

Great Britain has designated four major cloud providers as critical third parties to the financial sector, placing Microsoft, Google, Amazon Web Services and Oracle under direct regulatory supervision from 13 July 2026.

The UK government said the designation is intended to reduce systemic risks created by banks, insurers and financial-market infrastructure relying on a small number of cloud platforms. The named entities are Microsoft Ireland Operations Ltd, Google Cloud EMEA Ltd, Amazon Web Services EMEA SARL and Oracle Corporation UK Ltd.

The Bank of England, Prudential Regulation Authority and Financial Conduct Authority will jointly supervise the providers. Requirements will include resilience testing, regular self-assessments and reporting of significant incidents.

The framework materially increases regulatory scrutiny of the technology infrastructure underpinning UK financial services. It may raise compliance costs for cloud providers, but should also improve operational resilience and reduce the risk that a cyberattack or major outage disrupts multiple banks, insurers or trading systems simultaneously.
