UK launches two billion pound energy wealth fund for renewables

The United Kingdom government has established a two billion pound energy wealth fund designed to reinvest oil and gas revenues into the climate transition. Chancellor John Healey announced the new measure alongside the approval of the Jackdaw gas field. The initiative aims to capture tax payments from energy firms and direct the generated revenue toward renewable and low carbon energy projects. This strategic move is intended to support the green transition and ensure that Britain’s energy wealth sparks a new wave of clean power that benefits the wider population.

Professor John Underhill, director of the Centre for Energy Transition at Aberdeen University, welcomed the introduction of the national fund. He noted that ring fencing the tax revenue raised is a positive step to accelerate the deployment of renewables. The Chancellor stated that the benefit of the nation’s natural resources has not previously been turned into the long term investment the country requires. Through this new fund, the government intends to invest in clean energy industries of the future, with the goal of creating jobs, driving growth and strengthening Britain’s energy security.

The concept of a sovereign wealth fund for energy has been previously floated by the Scottish Government. Following the announcement, First Minister John Swinney wrote to Prime Minister Andy Burnham to express his views on the matter. Swinney argued that the consent for Jackdaw should prompt a broader discussion about securing long term public benefit from North Sea revenues. He emphasised the need to derive maximum public benefit from finite natural resources to support economic transformation. The SNP leader criticised successive UK governments for failing to establish a dedicated fund using North Sea oil and gas revenues, pointing out that the UK is one of the few states to discover such resources without building a fund for long term benefit.

Swinney acknowledged that the North Sea basin is geologically mature but noted that oil and gas will continue to be used for years to come. He stated that newly consented fields like Jackdaw will generate substantial additional revenues over this period. While other countries such as Norway have long standing wealth funds paid into from oil and gas production, and Orkney has managed to capture revenues to benefit its community, the UK has lagged behind. The new fund represents a significant shift in policy, aiming to ensure that the wealth generated from these resources supports the country’s long term economic and environmental goals.
