FCA chief warns AI boom amplifies financial system risks

The Financial Conduct Authority has warned that the unchecked expansion of artificial intelligence is significantly intensifying risks to the financial system. The regulator’s chief stated that the current threat environment is operating on steroids, arguing that traditional regulatory methods are ill-equipped to manage the complexity of modern digital markets. He cautioned that relying on excessive compliance procedures would fail to keep pace with the evolving nature of these challenges.

Nikil Rathi, who has led the UK’s largest financial watchdog since 2020, delivered these remarks at a City of London dinner. He described the threats to market integrity as the most serious he has encountered, citing unprecedented volatility and concentration risks. Rathi highlighted that fast-emerging technologies are exacerbating issues such as new forms of market abuse and rampant cross-border financial crime. He urged regulators to avoid adopting an analogue approach in a digital age, emphasising that the gravity of the situation demands a more adaptive response from oversight bodies.

These comments follow recent warnings from several global regulators regarding the potential dangers posed by rapid advancements in frontier AI to critical infrastructure, including payments and energy systems. Concerns have been heightened after major technology firms reported losing control of advanced models during testing, while former engineers have raised alarms about the sacrifice of safety safeguards in the race to develop complex technology. Bank of England governor Andrew Bailey has similarly called for better oversight of agentic AI, with the European Central Bank and the Federal Reserve also increasing their efforts to contain these emerging threats.

Rathi argued that responding to these challenges with additional legislation would be ineffective, as such measures respond too slowly to the rapidly changing landscape. He advocated for a shift towards a more fluid regulatory approach focused on outcomes rather than rigid rules. The FCA chief warned that if policymaking remains the primary regulatory reflex, authorities will be stuck chasing yesterday’s market instead of embracing the one currently unfolding.
